Winona State University has received a $1.5 million legislative investment to establish a new campus center dedicated to civic engagement, public service, and student leadership, in honor of alumnus Jason Fossum. The funding was included in legislation that received strong bipartisan support.

Fossum, a 2001 graduate of Winona State and former Student Senate President, has served the Minnesota Legislature for more than two decades, most recently as Senate Republican Chief of Staff. Lawmakers strove to recognize his longstanding contributions and commitment to public service following his recent diagnosis with a serious illness. Widely respected across the Capitol, he is known for his leadership, institutional knowledge, and steady, thoughtful approach to the legislative process.

The planned center in MinnĂ© Hall will provide a space for students to engage in dialogue, explore public policy, and connect classroom learning with real-world civic participation. It is designed to strengthen students’ sense of connection to community, build understanding across perspectives, and prepare them for meaningful participation in public life.

This initiative will create opportunities for students to engage thoughtfully, develop as leaders, and remain connected to the communities they serve.”

The center will support programming aligned with Winona State’s participation in the American Democracy Project, advancing nonpartisan civic learning and engagement. Planned uses include hosting public forums and policy discussions, supporting student leadership development, and connecting students with legislative staff, policymakers, and careers in public service.

The initiative reflects Winona State’s commitment to preparing graduates who are both equipped to lead and grounded in a strong sense of responsibility to others, in alignment with the university’s role in advancing the Minnesota Idea that higher education should serve the public good.
